When does a deck stairway need a handrail?

Short answer. When the stairway has four or more risers, under IRC R311.7.8. The handrail must be graspable and run the full length of the stairs, and raising riser heights to avoid it breaks the maximum riser rule.

  • IRC R311.7.5

Work it through

You're the contractor. Pick what you'd do, then see how each choice plays out.

A client's new deck stairway has 4 risers (about 30 inches of elevation change). They don't want a handrail.

"It's only a few steps. A handrail will ruin the look of the deck."

  1. Correct

IRC R311.7.8 requires handrails on flights of stairs with 4 or more risers. The handrail must be graspable (1.25" to 2" diameter for round profiles) and continuous for the full length of the stairs. Aesthetics don't override code. Many beautiful deck designs incorporate code-compliant handrails. Offer solutions, not excuses to skip safety features.

  2. Technically creative but risky

Redesigning to 3 risers with higher step heights might avoid the handrail requirement, but taller risers (over 7.75" per IRC R311.7.5) violate the maximum riser height code. You can't cheat one code to avoid another. If you can genuinely redesign the elevation change with 3 risers within code-compliant heights, it's legal. But gaming the code to avoid safety features isn't the mark of a professional contractor.
